The Market
Recent television reports such as CBS Sixty Minutes II and ABC Nightline,
along with many others, have reported on various aspects of fuel cell
technology. The technology of hydrogen fuel cells and renewable
energy systems have made great strides in improvements in efficiency and
cost effectiveness. In Wisconsin, the Public Service Commission now requires
utilities to allow "net metering" for renewable systems of 15MW
or less, meaning that customers will paid back at regular utility rates
for the power that is produced by the renewable energy system.
In Wisconsin, the Public Service Commission(PSC) now requires utilities
to allow "net metering" for renewable energy systems, and Distributed
Generation(DG) facilities with a capacity of 15 MW or less. Chapter
PSC 119 effective February 1, 2004, establishes uniform statewide standards
for the interconnection of DG facilities to an electric distribution system.
The new chapter makes the process easier for homeowners, businesses,
and industry to be paid back at regular utility rates for electricity
that is produced on site by the renewable energy system. Statewide
utilities have worked on these new standards, and are encouraging the
use of renewables to reduce the health and environmental impacts of fossil
fuels.
